6 Vehicle Parking and Operation


VEHICLE PARKING AND OPERATION


1. Speed limit in the Association driveways is 5 miles per hour.

2. “Fire lanes must be kept open at all times to ensure the safety of all tenants.” “No Parking” signs must be adhered to at all times. Vehicles will be towed at the owner’s expense without further notice.

3. Vehicles parked in both upper and lower lot shared spaces must clearly display an assigned shared space yellow parking placard or sticker in the front window. Vehicles parked in the marked “Guest Permit Parking” spaces must display an assigned pink guest-parking placard in the front window.

4. All vehicles parked on Association property must be kept in good operating condition, and be currently licensed and have legally required insurance. Vehicles must also be kept sufficiently clean so as not to appear abandoned or unused. Any vehicle not moved in the previous 14 days may be presumed by the Association to be inoperable and the owner subject to disciplinary proceedings.

5. NO VEHICLE OVERHAUL OR MAJOR MAINTENANCE is allowed on the property. Minor maintenance of resident’s personal vehicle such as changing oil, tires, filters or spark plugs is allowed (No radiator flushing).  Residents must prevent spills and ensure no damage is done to the asphalt surfaces. Disposal of used oil, or any other automotive fluids, anywhere on Association property, including the trash bins, is illegal.

6.  Upper parking lot “GUEST PERMIT PARKING” spaces are meant for use on a first-come, first-serve basis. Vehicles in Guest Parking must be moved within a 48-hour period. A vehicle is considered “moved” only if it leaves a parking spot for at least 60 minutes. No unit can have more than 1 car parked in the guest spots at a time.

7. There is a $25 fee to replace lost or damaged parking placards (“Shared” or “Guest”), and a $5 fee to replace lost or damaged stickers.

8. Co-shared spaces shall be shared EQUALLY by both units by mutual agreement between the two units. (If residents cannot agree, the Board suggests one unit take noon of the 1st through the 16th of the month, the other noon of the 16th through 31st, and alternating the 31st.)

9. Only personal vehicles (no tractor-trailers, buses, large moving trucks, RV’s, campers, boats or industrial frames) shall park in the spaces assigned to their units.

10. Towing from permit spaces and common areas can only be authorized by a member of the Board of Directors or the Neighborhood Watch Committee. Homeowners may not tow vehicles without permission of a Board member, except from their assigned parking space.

11. Association-issued “Shared” and “Guest” parking placards and stickers must have Cascade Garden unit numbers on them and be in good/readable condition. To trade in your placard or sticker for a new one, call the management company.

12. Residents with car alarms are responsible for maintaining proper sensitivity and duration of their alarm, and for repairing malfunctioning devices. Cars whose alarms sound repeatedly are subject to towing.

13. Commercial or Rented moving containers can be put in an owner's individual marked parking spot for no longer than 72 hours. Residents/owners who want to place a container in their parking spot must receive written permission from the residents who have parking spot(s)on either side of theirs, and must allow residents to have proper access to their vehicles during the 72 hours.

 Note: San Diego Police patrol surrounding streets, and enforce 72 hour parking and turned wheels on the hill.
